В стартовый день Петербургского международного экономического форума в рамках деловой программы Российского фармацевтического форума «Лекарственная безопасность» состоялась экспертная дискуссия «Регуляторика 2.0: стресс-тест системы от пандемии к новым вызовам».
Система регулирования обращения лекарственных средств в 2022 году столкнулась с новыми беспрецедентными вызовами – рисками изменения стоимости лекарств, защитой национального рынка от дефектуры препаратов, связанной с сокращением поставок импортных препаратов.
Опыт пандемии COVID-19 укрепил российскую регуляторную систему, подтолкнув ее к принятию быстрых и эффективных решений, доказавших, что процессы разработки, регистрации и вывода в гражданский оборот ЛС могут быть значительно ускорены без ущерба для безопасности и качества. Этот опыт должен быть сегодня взят на вооружение и продолжен.
«Фармацевтическая отрасль оказалась одной из наиболее гибких в условиях коронавирусной инфекции и смогла оперативно перестроить свои процессы для достижения бесперебойности выпуска и доставки лекарственных средств в необходимом объеме. Сегодня, во время новых вызов, мы должны максимально использовать инструменты поддержки фармпромышленности, в том числе опираясь на успешный опыт, полученный в пандемию», – отметила руководитель Федеральной службы по надзору в сфере здравоохранения (Росздравнадзор) Алла Самойлова.
Эксперты обсудили, как дефицит фармсырья и проблемы с логистикой сказываются на стоимости готовой продукции, какие государственные меры по регуляции и контролю за стоимостью могут сохранять интересы фармпроизводителей, аптечных сетей и конечных потребителей, сможет ли система принудительного лицензирования застраховать российский рынок в случае сокращения поставок импортных препаратов или существенного повышения цен на них, а также как сохранить эффективность контрольно-надзорной деятельности и обеспечить качество лекарств в условиях вызовов.

The expert discussion ‘Regulation 2.0: Stress Test of the System from Pandemic to New Challenges’ was held on the opening day of the St. Petersburg International Economic Forum as part of the business programme of the ‘Ensuring Drug Security’ Russian Pharmaceutical Forum.
The drug circulation regulatory system faced new, unprecedented challenges in 2022, such as the risk of a changes in the cost of medicines and the protection of the national market against shortages of vital drugs due to the curtailed supply of original imported drugs.
The experience Russia has gained from the COVID-19 pandemic has strengthened its regulatory system and prompted the government to make quick and effective decisions that have proven that the development, registration, and commercial release of drugs can be significantly accelerated without compromising safety and quality. This experience should be adopted today and continued.
“The pharmaceutical industry has proven to be one of the most flexible amidst the coronavirus infection and was able to quickly restructure its processes to ensure the uninterrupted production and delivery of medicines in the required volume. Today, during these new challenges, we need to make the most of the tools to support the pharmaceutical industry, including based on the successful experience gained during the pandemic,” Federal Service for Surveillance in Healthcare (Roszdravnadzor) Director Alla Samoylova said.
Experts discussed how shortages of raw pharmaceutical materials and logistics problems are affecting the cost of finished products, what government measures to regulate and control costs could protect the interests of pharmaceutical manufacturers, pharmacy chains, and end consumers, whether the compulsory licensing system will be able to insure the Russian market in the event the supply of imported drugs decreases or their prices significantly increase, and how to maintain effective control and oversight activities and ensure the quality of medicines in the face of the new challenges?
